Background: In 2021, Buffalo received a $2 million Federal Lead Hazard Reduction Grant from HUD to remediate 110 residential units. However, as of June 2025, only 18 units have been completed, with $1.5 million in funds at risk of being returned due to underutilization.

Concerns: This underperformance has led to public outcry and highlights a history of mismanagement of federal funds, posing severe health risks (neurological damage, learning disabilities) to residents, particularly children, and disproportionately affecting communities of color. Erie County's successful administration of similar grants is noted as a contrast.

Resolution Demands:

  • An update on the program during the Finance Committee Meeting on June 10, 2025.
  • A comprehensive report from the Mayor's Office and Buffalo Urban Renewal Agency (BURA) detailing reasons for underutilization, current progress, and a strategic plan.
  • Creation of an independent oversight committee with public health experts, community advocates, and stakeholders.
  • Forwarding the resolution to the Mayor, BURA Director, Erie County Executive, NYS DOH, and HUD to emphasize the urgent need for action.
