24-1963 : Planning Board Finding - Planned Unit Development - 680 Amherst / Voelker's Lanes

The Planning Board has recommended approval with conditions for a Planned Unit Development (PUD) at 680 Amherst Street / Voelker's Lanes. The project proposes a mixed-use development across two phases, including:

• Phase 1: A 5-story, 230-unit multi-family building on approximately 1.70 acres.
• Phase 2: Renovation of an existing building at 141 Marion Street for approximately 15 units and construction of a 4-story, 30-unit loft-style building at 111 Marion Street on approximately 1.40 acres.

In total, the development will comprise 275 residential units and approximately 10,500 SF of commercial space (planned bowling alley and bar) on the ground floor along Elmwood Avenue. A 77-stall parking lot is proposed with access from Amherst Street.

The project requires PUD waivers/modifications, including adjustments to front and corner side yard setbacks. The Planning Board found the PUD consistent with the Comprehensive Plan, supporting neighborhood rebuilding and creating quality living environments. The development is considered compatible with the surrounding area, with a townhouse-style design proposed for the Marion Street facade to blend with existing residential homes.
