Delete the classification of Fire Administrative Services Manager from CG18, R12 in the salary schedule and recreate the classification in CG18, R14. Recreate position #2152 as Fire Administrative Services Manager (CG18, R14) and reallocate the employee.
91400Summary
This item proposes to delete the current classification of Fire Administrative Services Manager from Compensation Group 18, Range 12 (CG18, R12) and recreate it in CG18, Range 14 (CG18, R14). This change is recommended because the current classification does not accurately reflect the scope and complexity of the duties performed by the position, which includes managing a $75M operating budget, a $4.3M capital budget, approximately 5 grants totaling $1.3M, 12 contracts, and overseeing administrative functions for approximately 450 Fire Department employees. The position also involves significant responsibilities in payroll, budgeting, purchasing, revenue management, contract management, grant management, personnel management, and legislative management. The Human Resources Department compared this role to similar positions in other city agencies and determined that CG18, R14 is a more appropriate placement given the level of responsibility and complexity, aligning it more closely with the Police Administrative Services Manager role. Position #2152, currently filled by Brent Sloat, will be recreated under the new classification.
Citizen Impact
This is an administrative reclassification of a management position within the Fire Department. There is no direct impact on residents in terms of services, fees, or taxes, as it pertains to internal job classification and salary range.

Recreate the classification of Library Maintenance Coordinator in CG 15, Range 11; delete the 1.0 FTE position #4092 of Maintenance Mechanic 2 - Local 236 and recreate it as Library Maintenance Coordinator.
91350Summary
This item proposes to formally recreate the classification of Library Maintenance Coordinator within Compensation Group 15, Range 11. It also involves deleting the existing Maintenance Mechanic 2 – Local 236 position #4092 (CG15, Range 9) and recreating it under the new Library Maintenance Coordinator classification. This change is a retroactive correction of an administrative oversight, as the classification was formally deleted in 2022 but remained active in HR systems. The position is intended to support the increased workload from building and maintaining the new Imagination Center library, provide backup to the Library Facilities and Maintenance Coordinator, and handle higher-level maintenance tasks, including some supervisory and planning duties. The effective date for this change is proposed as September 15, 2025.
Citizen Impact
This is an administrative reclassification of a library maintenance position. There is no direct impact on library services or resident costs as it corrects an existing vacant position's classification and does not add new FTEs or funding.

Recreate Librarian 3 positions #485 and 4177 as Library Supervisor 3. Recreate Librarian Supervisor positions #449 and 4293 as Library Supervisor 3, and reallocate all employees to the new positions.
91404Summary
This item proposes a restructuring of library supervisory roles within the Madison Public Library. It involves deleting the current "Librarian 3" classification (CG18, Range 8) and creating a new classification series: "Library Supervisor 1" (CG18, Range 8), "Library Supervisor 2" (CG18, Range 9), and "Library Supervisor 3" (CG18, Range 10). Several existing Librarian 3 positions will be recreated under these new classifications, with specific position numbers being reassigned to reflect increased supervisory responsibilities. Additionally, two existing Librarian Supervisor positions (#449 and #4293) will be reclassified as Library Supervisor 3, and a new vacant position (#5171) will be created as a Library Supervisor 1. All affected employees will be reallocated to these new positions.
Citizen Impact
This is primarily an administrative change to better align job titles and pay grades with the actual supervisory duties of library staff. Residents should not experience any direct change in library services or access as a result of this reclassification.
