This document is the December 2025 Program Management Report (PMR) from the Salem Housing Authority (SHA). The report also defines key terms and programs administered by SHA, such as Section 8 Housing Choice Vouchers, Family Unification Program (FUP), Veterans Assistance Supportive Housing (VASH), Mainstream Vouchers, and Emergency Housing Vouchers (EHV). It also explains Project-Based Vouchers (PBV), occupancy rates, property management details, and inspection processes. The Low-Income Housing Tax Credit (LIHTC) program is also described as a key financing tool for affordable housing development.
