Councilor Linda Nishioka has proposed clear guidelines for considering criminal history when appointing members to the Community Police Review Board (CPRB) and the Civil Service Commission. This motion addresses a recent oversight where criminal history checks were not consistently performed for CPRB applicants. A staff report identified one current CPRB member, Kyle Hedquist, appointed in May 2024, whose criminal history includes a conviction for Aggravated Murder and Burglary, with a life sentence commuted in 2022. The proposed guidelines for a "Do Not Appoint" recommendation would include violent felony convictions, pending criminal cases, misdemeanor convictions within the last 3 years, or other history raising safety concerns. The CPRB procedure will now include a comprehensive background check as Step One of the application process, with updated application questions regarding arrests and convictions. This initiative aims to ensure a consistent and thorough review process for all appointments to these critical boards.
