The pre-construction contract is for $70,568, with an additional $4,000 allocated for project contingency, totaling $74,568. This funding is available in the City's Capital Improvement Program (CIP Project No. 53027) and references Grant Agreement #B-24-CP-FL-0666.

H.A. Contracting will provide pre-construction services including developing detailed cost estimates, establishing a Guaranteed Maximum Price (GMP), analyzing designs for buildability, creating preliminary schedules, and proposing cost-effective alternatives. The overall project budget for the facility is estimated between $7,000,000 and $8,000,000. The facility is planned to be approximately 12,000 square feet and will include a covered basketball court, fitness court, shaded playground, multi-purpose rooms, and administrative offices. Commission approval will be required for the GMP, which must be established by June 15, 2026. The contract also includes compliance with various federal regulations, including the Clean Air Act, Federal Water Pollution Control Act, and Build America, Buy America Act.
