CM at Risk Construction Services- SEMCO Construction, Inc.

This document establishes a Cooperative (Piggyback) Purchase Agreement between DeSoto County, Florida, and SEMCO Construction, Inc. for Construction Manager at Risk (CMAR) services. This agreement allows DeSoto County to utilize the terms and conditions, including pricing, from an existing contract between SEMCO Construction and Polk County (Contract Number 2026-012), which has an expiration date of January 6, 2031. SEMCO Construction agrees to provide services under the same pricing as set forth in Exhibit K "Hourly Rate Schedule" from the Polk County agreement. The agreement is intended to comply with Florida Statutes Section 287.055 (Consultants’ Competitive Negotiation Act) and limits services to projects where the estimated basic construction cost is less than $325,000, or the fee for planning/study activities is less than $35,000, unless otherwise established by law. If costs or fees are expected to exceed these thresholds, SEMCO must notify the County in writing.
